Drivers' License for Undocumented Immigrants
Obtaining an AB 60 Driver's License
On January 1, 2015, California Assembly Bill 60 (AB 60) took effect, allowing undocumented immigrants to obtain California driver's licenses. AB 60 was designed to improve safety on public roadways by ensuring more drivers are properly trained, licensed, and insured. The California Department of Motor Vehicles (DMV) expects to handle as many as 1.4 million applications for AB 60 driver's licenses.
Under AB 60, undocumented immigrants are allowed to apply for a California driver's license and will not be required to show proof of lawful presence. Applicants must pass a written test and behind-the-wheel test, and must show proof of auto insurance.
The AB 60 driver's license is recognized by California law enforcement as a valid state-issued identification but cannot be used to prove your identity at U.S. border crossings. AB 60 licenses cannot be used by law enforcement as a basis to arrest undocumented immigrant drivers or share their information with other government agencies.

Criminal & Driving History
Undocumented immigrants may face difficulties if they have negative driving or criminal histories. Certain traffic offenses, criminal convictions, or outstanding cases may prevent undocumented immigrants from obtaining an AB 60 license.
Examples of offenses that may affect AB 60 eligibility include:
- Traffic tickets
- Outstanding citations
- Out-of-state offenses
- Hit and run
- Driving under the influence
